In his speech, Hinman speaks about the IRS Whistleblower program and the impact contributions that whistleblowers have on both civil and criminal IRS cases. Since the establishment of the IRS Whistleblower Program in 2007, the agency has collected over $7 billion from noncompliant taxpayers from whistleblower tips. He stresses the necessity of whistleblowers in discovering noncompliance and prosecuting these bad actors. They are indispensable to the fair enforcement of tax laws.
